The 200% Treasure Box Speed Up is a perk earned by completing Season Challenges. This perk can be received by VIP members only.
Every month as the Season ends (on the last day of the month), the perk will be removed, and Treasure Boxes will return to their original times. However, this perk can be earned again in the next Season if it is one of the rewards.
