Repeat Prizes in Parties

As you toss charms in parties, as I understand it, the prizes should get better and better until you bust the party.

So how come sometimes a prize charm repeats in the same party? See below where we got a soda, a Tropical Passion, then coins, then another Tropical Passion. (The party busted with a Vegas Rick as the last charm.)

  If I have to guess,the beer party was too small and the bigger price (multiplier) wasn't enough to move to the next charm tier. Keep in mind 1x and a 2x beer party takes the same 1000 gems (one boat or 200 beers) to bust.
