  When you place your bet, the minimum is still 10 spots for 5 gems. You can bet up to 500 gems for those 10 spots. The Jackpot in the Keno lobby shows the amount you can win from 5 gems to 500 gems. For example, this screenshot shows the Jackpot for a 5 gem bet. It's progressive and so it always changes as people play.
