The Giveaway announcements are always in the What's Hot section, which is the first section on the games page. You would need to be signed up for the Promotion emails in order to receive an email on it. You do not have to be a VIP member to be eligible to enter.

I would like to know the same thing I have my email set to receive promotions or contests but never get the notices
