How can I find out how many Party Passes I have saved?

If you click on the parties tab the amount of party passes is displayed at the top next to your coin total.

how do you use these ?

When you go to a party you have have two options, you will be asked if you like to use party pass or gems to get into party.
..you will only be asked about party pass option if you already have some accumulated :) hope that helps
