I know you get 1 billion when you hit 5 billion and 2 billion when you hit 10 billion  do you get 3 billion when you nit 15 billion ?

  No.  Go to your profile and click on the achievements button. Then hit the General tab and then the Wealth tab.  That will tell you what your next achievement is and how many coins you get.  To my knowledge, the rewards are never more than 2B.
