Locked Power-up on Dragon Mahjong

There is a locked power-up on Dragon Mahjong. Does anyone know what it is and how to unlock it? No matter how many  times I purchase power-ups, it never gives me the option to unlock it.

  Daily power ups won't give Shuffle Pay 60Gems 4 I shuffle n other I have a lot of!!!!

  We ought 2 beable 2 pick which power ups we get as we're paying 4 them$$$$

  Change it up CW Kids!!!!

  Bella N Joy,

  You're missing the Fireworks Power-up. Playing through the maps will unlock this Power-up.
