City Charms

Why is it that some of my city charms are blocked from the charm manager?  They are there to be used...lol

  It's some kind of glitch and none of us can fix it for ourselves. As a workaround, when I get the prize charms from my city and want to save them in the Charm Manager, I finish with the city then refresh the page. When the page comes back I can then move those last four charms into storage.
