Triggering the Upgrade Option

What causes the upgrade option to appear on a building? I think I get such an option every day and it seems to be a different building. If I want to upgrade a particular building I have to wait until it offers?

  Your best in the long run to only get willie buildings as they pay off the best

  Upgrades appear at random, so there wouldn't be a way to trigger this option.

  My question can you trade avators points for anything? I know you can buy points with gems

  Nope the points are for avatars only same with building blocks
