Monument "presents"

When I first started upgrading to monuments and evolving them, I assumed the presents would simply get larger and that appeared to somewhat be the case.  However, I haven't noticed any presents from the highest tier - Cosmic Millenium Crystals.  Is that correct?  No presents at the top level?

  In your city all of the buildings contribute to the value of the prizes, but which one the prize actually pops out of is largely random.

  So you will eventually get a prize from that top tier monument even if it hasn't happened yet. But be assured that it's always contributing to the other prizes you are getting.
